
President of Stouh Beirut association Mrs Dalia Dagher participated in the national meeting organized by the National Commission for Lebanese Women NCLW chaired by Lebanon’s First Lady Neemat Aoun, to launch a unified draft law aimed at strengthening women’s representation in Parliament through the adoption of a women’s quota in the electoral law.
This initiative, developed in partnership with the United Nations in Lebanon, with the support of UN Women and the United Nations Development Programme, reflects years of collective effort by women leaders, civil society actors, experts, and institutions committed to reform.
The proposed amendment to Electoral Law No. 44 (2017) introduces:
• 40% of candidate nominations on electoral lists allocated to women
• 33% of parliamentary seats reserved for women
As emphasized during the meeting, this law is not an end in itself, it is a tool toward achieving fair, inclusive, and representative governance.
A Parliament that does not reflect the full diversity of Lebanese society cannot fully represent its people. Strengthening women’s participation in decision-making is not a privilege; it is a democratic necessity and a constitutional responsibility.
The path toward reform may be gradual, but it is irreversible. Women’s political representation is not optional , it is essential for the Lebanon we aspire to build.
